The purpose of this project was to research and develop a leadership development program that addresses the needs of rural and small urban transit managers at each stage of a career along a continuum from new employees just entering the industry to senior staff members who are anticipating retirement. The project goal was to establish a sustainable leadership development program that has value to the transit industry in Texas. The project was a collaborative effort of Texas Transportation Institute and the Texas Department of Transportation, Public Transportation Division (TxDOT-PTN).

This report discusses the process, results, and work effort carried out in creating a tool to benefit small transit agencies, their current riders and potential new riders. This project included development of a tool to have transit information (routes, start and stop times, trips, fares, and schedules) accessible online via Google Transit. As a result of the tool developed in this Transit IDEA project, solutions are available to small transit agencies at a lower cost and with less resources compared to staff and resources previously needed to accomplish the objective. This project developed a tool that transit agencies can use to provide valid Google Transit data feeds, in accordance with the Google Transit Feed Specification (GTFS), required by Google Transit and other online transit trip planner applications. Following a successful development cycle (design, coding, and testing) the project pilot testing showed the application and supporting documents to work effectively. The code created is stable and available to provide small transit agencies as an effective method for getting their riders and potential new riders the information they need in a timely manner. With the application code being open source, it provides a path for possible further development and expansion of functions provided. Those who want to enhance the current application in the future have a method to add specific features.

This study examined the structure, roles, characteristics, and activities of public transit boards in the fulfillment of their fiduciary roles and responsibilities. A questionnaire was sent to randomly selected transit agencies within the United States. A statistical analysis was performed on the questionnaires that were returned. The analyses indicate that members of transit boards studied understand their roles and are conscious of their responsibilities of helping transit systems accomplish their strategic and operational objectives. When compared to boards of private sector organizations, the study found differences in some areas that are related to board roles and activities supporting roles. These include composition, compensation, interpersonal relationships among board members, educational activities, knowledge of employees, and the professions that work in the transit systems and formality of the strategic decision-making process.

The characteristics and market position of ASPs were investigated, and the strengths and weaknesses of this computing service model were identified. A similar investigation of thin client computing was conducted and reported in this volume. This report may be used by senior managers, operations managers, maintenance managers, customer service managers, and schedulers.

The primary objective of this project is to characterize the operations of paratransit systems in the state of Texas, especially those situated in small urban and rural communities, and to determine appropriate software capabilities to support the dispatching and scheduling functions. The project team worked with transit managers and clients to ascertain their goals, customer demands, resources, processes, and future plans.

One of the main goals of the Federal Transit Administration's (FTA) Bus Rapid Transit (BRT) Demonstration Program is to determine the effects of 10 nationwide BRT demonstration projects through a scientific evaluation process. The FTA has designated the South Miami-Dade Busway as one of its 10 BRT demonstration sites. The 10 BRT demonstration projects will serve as learning tools and as models for other locales throughout the country and possibly the world. In keeping with the FTA's evaluation guidelines, the Center for Urban Transportation Research (CUTR), working jointly with Miami-Dade Transit (MDT), conducted an on-board passenger survey of South Miami-Dade Busway customers in March 2001. The on-board survey was conducted to assess customer perceptions, behavior and profiles. The survey asked customers to evaluate various elements of service as well as overall satisfaction, with the ultimate purpose of measuring the impact of the Busway on customer perceptions compared to standard local bus service after the introduction of the Busway. Specific questions focused on customer behavior, including trip origins and destinations and frequency of Busway use. Questions also obtained information on the ability to recognize the Busway corridor itself and perceptions of bus cleanliness. Finally, demographic questions provided a basis to assess changes in the demographic profile of Busway and local costumers.

Automated trip planning is one of the easiest ways for transit users to identify their best choice of routes using the Internet. Trip planners use an input form to obtain information on desired trip characteristics then automatically generate an itinerary for the user. This report identifies opportunities for the Federal Transit Administration (FTA) to facilitate the development of trip planners. The report: summarizes the current state of the practice in web-based single and multi-agency transit trip planning; identifies single and multi-agency trip planner development issues; groups transit agencies by likely capability and interest in developing trip planners; and recommends appropriate federal assistance for each group and research to overcome barriers. The main text of the report summarizes the current status of trip planner deployment, expectations, benefits, development issues, standards, costs, and staffing. It also groups transit agencies by market segments. Appendices provide detail on methodology, related literature, and features of existing trip planners.

The appeal to transit 211agencies to contract with an advertising agent who will sell advertising space on 211and in buses, trains, stations, shelters, and other agency property is completely 211understandable--advertising provides revenue. With what appears to be a modest 211investment in personnel and time, the transit authority is usually guaranteed a 211minimum annual revenue flow and a share of net revenues above an agreed upon 211minimum. In addition, the transit authority can include trades with media for 211unsold space. They can also use unsold space to promote the system's 211transportation services and to offer ad space for public service announcements 211and to nonprofit organizations. This synthesis describes the existing transit 211advertising environment and agency experiences. It also explores new areas of 211innovative revenue-generating practices.
